For illegal medical institutions, responsible managers and other directly responsible persons, the The relevant provisions of the Organ Transplantation Regulations and the Regulations for the Administration of Medical Institutions shall be dealt with strictly; the abuse of power, dereliction of duty, and favoritism and malpractice shall be imposed on the staff of the health administrative department in the supervision and management of human organ transplants. Administrative sanctions shall be imposed according to law, constituting a crime. The relevant departments shall be handed over to the relevant departments for criminal responsibility.

In the review of living transplants, Shandong has made it clear that the clinical application and ethics committees of human organ transplantation technology in transplant hospitals should further establish, improve and implement audit procedures for live transplants, do a good job of review and review, and actively cooperate with local public security agencies to ensure that The authenticity and accuracy of the materials provided for the recipient's identification and relationship can be traced, and the organ sales and trading behavior can be resolutely eliminated. For cases of living transplants that have been unqualified by the Provincial Health Department, the hospital must patiently explain to the families of the patients; if it is necessary to supplement the application materials, the families of the patients must be promptly notified.

The provincial health bureau requires that the municipal health bureaus should immediately organize special investigations on the implementation of human organ transplants at all levels of medical institutions within their respective jurisdictions in accordance with the principle of territorial management, with emphasis on the existence of illegal organ transplants in non-organ transplant hospitals. Conduct inspectors and invite public security agencies if necessary. Medical institutions that have loopholes in their management must supervise their immediate rectification; medical institutions and related personnel who have violated laws and regulations must be dealt with in accordance with law; and those suspected of constituting a crime must be promptly transferred to public security organs and the judicial department for investigation.

The Ministry of Health recently published a list of hospitals with human organ transplant qualifications and their corresponding human organ transplant projects. There are 13 hospitals in Shandong.
