Central investment 2.5 billion to support pig breeding

According to Xinhua News Agency, Premier Wen Jiabao chaired a State Council executive meeting on the 12th to study and determine policies and measures to promote the sustainable and healthy development of pig production.

The conference pointed out that in the recent period, the price of pork rose a lot, which affected the lives of the people and drove up prices. In order to protect the interests of producers and consumers and promote the sustainable and healthy development of pig production, we must further improve policies and measures to support pig production.

The meeting identified the following policy measures: (1) Increase the support for live pig production. This year, the central government’s investment in supporting large-scale standardized farms and community construction has recovered to 2.5 billion yuan, which will be appropriately increased in the future. For farmers (farms), subsidies will be granted at a rate of 100 yuan for each breeding sow. We will continue to implement the subsidy policy for premium sow insurance premiums. Support the construction of raw pig breeding grounds and increase the subsidy for frozen sperm. Bringing hogs out of the county awards range from 421 counties to 500 counties.

(b) Strengthen the construction of public pig epidemic prevention system. We will implement a free compulsory immunization policy for animal diseases of the country. The cost of harmless treatment of sick and dead pigs in standard-sized farms and communities is 80 yuan per head, and the loss allowance for disease pigs in slaughter pigs is increased from 500 yuan per head to 800 yuan. The pig breeding standard for culling due to the need for epidemic prevention will be raised from 600 yuan per head to 800 yuan. The subsidy standard for basic work for epidemic prevention workers will be raised from 1,000 yuan per year to 1,200 yuan.

(c) Strengthen credit and insurance support. Increase credit support for large scale aquaculture companies and provide credit guarantee services for large scale farms and communities. We must pay close attention to the establishment of a joint venture guarantee loan system for large-scale breeding enterprises. Do a good job of pig insurance and increase the coverage of live pig insurance.

(4) Properly arrange for the life of low-income groups and families with economically difficult students. Before the end of the year, all localities must establish a linkage mechanism linking social assistance and security standards with rising prices, and issue timely temporary subsidies for prices. Through fixed-point supply and storage of food, implementation of a family financially difficult student funding policy, and strengthening of student canteen management, etc., it is ensured that the standard of living of students after the start of autumn is not reduced due to rising prices.

(5) Enhance the statistics, monitoring and analysis of the production, circulation, and consumption of “vegetable basket” commodities such as live pigs, and timely grasp the production status and market changes.

The meeting called for further strengthening the "food basket" mayor responsibility system, and effectively grasp the production and market supply of various "vegetable basket" products. We must strengthen market supervision, investigate and punish unlawful acts that disrupt the market order, and stabilize market expectations.
